Nena requests Inputs from Governors on Phoenix Laboratory

PALIKIR, Pohnpei (FSM Information Service): April 6, 1998 – President Jacob Nena requested the
comments and recommendations from Pohnpei Governor Del Pangelinan and Kosrae Governor
Moses Mackwelung, as a Foreign Investment Permit application submitted for his approval by
Phoenix Color Photo Laboratory, Inc. The application is by owner and shareholder Kazunari
Katayama, to establish and maintain business operations in Pohnpei and Kosrae States.

Nena said in his identical letters of March 20, to the governors to submit their
comments or recommendations to him within 30 days from the receipt of the stated
applications and informational materials.

Title of the FSM Code, amended by PL 5-134, stipulated that foreign investment
business applications which fall within the scope of the referenced portion of the Code,
require comments and recommendations from the state or states where the applicant is
seeking approval for establishing a business.
