President Urusemal calls special session

President Joseph J. Urusemal has called for the Thirteenth Congress of the Federated States of Micronesia to convene for a Special Session beginning January 14, 2004.

In the President’s letter to Speaker Peter M. Christian, he noted that the calling for the Third Special Session would be to deliberate among other things, the following proposed agenda items:

  1. Resolution approving the agreement for the acceptance of financial assistance from the Government of the United States of the period from November 2003 to September 2004;

  2. Executive Branch restructuring;

  3. Nominations (pending and new);

  4. Fiscal year 2004 full budget;

  5. Compact II ratification and other related matters;

  6. A bill to repeal and enact a new Chapter 3 of Title 55 of the FSM Code to establish fiscal procedures for Compact II;

  7. A bill to accept the draw-down but not limited to funding for slippage for the FSS Micronesia and supplemental funding for COM-FSM.

The Special Session is expected for a 10-day duration, unless “extended by a resolution of the Congress,” the President concluded.
