Palikir, POHNPEI (FSM Information Services): September 10, 2008 – A Presidential Order No.30 to establish FSM Infrastructure Planning & Implementation Committee (FSM-IPIC), Amended September 2008.

The Presidential Order No.30 in its entirety reads:

FSM INFRASTRUCTURE PLANNING & IMPLEMENTATION COMMITTEE
Amended September 2008

WHEREAS, the Amended Compact of Free Association provided sector grants, specifically for infrastructure development; and

WHEREAS, the FSM Infrastructure Development Plan (IDP) was developed to facilitate the effective utilization of the use of the infrastructure sector grants under the Amended Compact; and

WHEREAS, The FSM IDP call for the establishment of an FSM Infrastructure Planning and Implementation Committee (FSM-IPIC) to coordinate the implementation of all projects identified in the Infrastructure Development Plan; and

WHEREAS, the state governments have established corresponding state IPICs to coordinate and harmonize FSM IDP implementation efforts; and

WHEREAS, a special FSM-IPIC meeting was held on 12-13 August 2008 and determined that the FSM-IPIC is comprised of 7 members with 3 members from the national government and 1 member representing each state, with one voting member from each government; and

WHEREAS, the Program Management Unit shall be the Secretariat for this FSM-IPIC; and

NOW THEREFORE, I, President Emanuel Mori, with the authority vested in me by Article X, Section 1 of the Constitution of the Federated States of Micronesia, hereby establish the FSM-IPIC with the following membership;

1. FSM Secretary, Department of Transportation, Communication and Infrastructure or his designee;

2. FSM Director Office of Statistics, Budget & Economic Management, Overseas Development Assistance & Compact Management or his designee;

3. Program Manager of the Program Management Unit or his designee;

4. Chairman, Pohnpei State IPIC or his designee;

5. Chairman, Yap State IPIC or his designee;

6. Chairman, Kosrae State IPIC or his designee;

7. Chairman, Chuuk State IPIC or his designee;
