Nena sends Block Grants Information for State’s review

PALIKIR, Pohnpei (FSM Information Office): April 9, 1998 – President
Jacob Nena transmitted copies of U.S. Public Health Act Section 1914, which mandates the
formation of Substance Abuse Prevention and Treatment (SAPT) and Community Mental Health
Services (CMHS) block grants applications to all FSM state governors for information and
action.

Nena also transmitted the draft By-Laws and revised council guidelines for review and
recommendation along with the applications. The By-Laws drafted and amended on
August 28, 1996, for FSM Substance and Mental Health Council, with 10 members, five are
state employees and five Consumer/Private members; a total of two members from each state,
one from the government sector and the other from the private sector. Members are
appointed for a term of two years and may be re-appointed for another term. No
member shall serve more than two terms.

The current officers including, President, Rosa Tacheliol; Vice President, Matchuko
Talley; Secretary, Johnny Hebel and Treasurer, Dr. Ymao Akitekit. The duties of the
council include review plans provided the council in accordance with applicable laws; to
serve as advocate for individuals who suffer from mental illness and emotional problems;
and to monitor, review, and evaluate at least once a year mental health services in FSM.

Nena emphasized that the governments must give greater attention and support to
citizens, families and individuals who are at risk of mental illness and substance abuse
particularly from drugs and alcohol through the use of the SAPT and CMHS block grants.
