Acting President Nena Called New Chuuk Governor Attention to Chuuk Dock JICA Survey

– FSM Acting President Jacob Nena in an April 17, 1997, letter to
Chuuk Governor Ansito Walter, shared some observations and
recommendations made by Japan International Cooperation Agency (JICA)
results of the recently conducted assessment on the Weno Harbor
Project.

Nena said that a Record of Confirmation of Completion of the
Project signed by team leader Shoshiro Horigome, on behalf of JICA
and Azor Eko, Deputy Director, Department of Transportation, Chuuk
State Government reflects the agreement of both parties. The Japanese
Grant was satisfactorily completed in accordance with the Exchange
Notes of November 26, 1993 and August 5, 1994.

The Acting President called attention to some observations and
recommendations for the consideration of Governor Walter, one of
which was that the maintenance of the harbor is less than
satisfactory, lacking manpower and financial resources.

Nena, however, stated that JICA Team recommended and he agreed,
that the State looks into the possibility of establishing an
autonomous authority to be responsible for the management of the sea
port and all related services for the state. He said that Pohnpei
State’s authority established for this purpose seem to be working
well, adding that the National Government is willing to assist Chuuk
State in this regard.
