Thank you, Madam Facilitator, for giving me the floor. And, good morning to you and to colleagues.
- Information asymmetry. Micronesia attaches great importance to the availability of information in the context of capacity building and transfer of marine technology. The prevailing information asymmetry with respect to access to information relevant to the conservation and sustainable use of living resources of the ABNJ is an area that needs serious improvement. This is a common issue for small nations with limited capacity; therefore, capacity building and the transfer of marine technology needs systematic implementation. To correct this information asymmetry, Micronesia supports a clearinghouse mechanism that facilitates the availability of information to all and especially to developing countries like PSIDS.
- Micronesia is of the view that, as much as possible, there should be no difficult conditionality to access and use of funding towards capacity building and the transfer of marine technology to ensure that developing countries, including PSIDS, will be assured of the benefits envisioned to be derived from capacity building and transfer of technology.
- Funding. An international instrument must provide adequate and sustainable funding to operationalize capacity building and the transfer of marine technology.
- As a final point, Micronesia supports the view that access to marine genetic resources should have a link to capacity building and the transfer of marine technology.
