Congressional Acts signed into LawPalikir, POHNPEI (FSM Information Service): June 26, 2008 – President Manny Mori has vetoed Congressional Act No. 15-45 intended to permit a registered voter to cast a ballot where the name of the voter does not appear on the signature list of a polling place in a state, Congress Election District or Municipality in which he or she resides. In his letter to Speaker Isaac V. Figir he stated that “because of the potential problems and further confusion this act will cause is greater than any disparities it is attempting to harmonize in the current National Election Act” he decided to veto. Along with the vetoed measure, the President had also signed two new Congressional measures into Law. They are: PL No. 15-39 amends title 41 of the Code of the Federated States of Micronesia, as amended, by enacting a new chapter 11 to established a Cancer Registry System in the Federated States of Micronesia for the collection of information on the incidence of cancer, and related data; to provide for the confidentiality of identifying information regarding cancer patients, health care facilities and health care providers. PL No. 15-40 appropriates the sum of $245,000 from the General Fund of the Federated States of Micronesia to fund the national general election scheduled to be held in March 2009.
