FSM re-promulgates moratorium on alien workers

PALIKIR, Pohnpei (FSM Information Service): December 3, 2002 – The Department of Justice of Federated States of Micronesia is again inviting comments on the re-promulgation of the alien worker moratorium regulations implemented in Public Law No.12-13.

The Department has placed a deadline of December 13, 2002 for the public to submit their concerns. In its entirety, the notice reads:

“PUBLIC NOTICE

Inviting comments on the re-promulgation of the alien worker moratorium regulations implementing Public Law No. 12-13 (Moratorium on Entry of Non-Citizen Workers)

The Department of Justice of the Federated States of Micronesia wishes to advise the public, especially employers who utilize the services of non-citizen workers, that Public Law No. 12-13, which took effect December 13, 2001, placed a moratorium effective March 13, 2002 on the entry of additional non-citizen workers except in occupations and industries for which there are insufficient trained FSM citizens. The law required the President to consult with the Governors to identify the occupations and industries for which there are insufficient trained FSM citizens and promulgate regulations to implement the moratorium by March 13m 2002. The alien worker moratorium regulation is now being updated for re-promulgation by December 13, 2002.

The public is therefore requested to review the alien worker moratorium regulations and submit any written comments before December 13, 2002 to:
