Nena Vetoed Congressional Act 10-44 RE:CB 10-83 C.D.3

– FSM President Jacob Nena, on October 1, 1997, informed Congress
Speaker Jack Fritz that he regretfully vetoed Congressional Act
10-44, regarding Congressional Bill No. 10-83, C.D.3, which was
passed by Congress in its First Special Session in Chuuk.

The reference Act was intended to establish a full-time election
director office in the National Government. “My objection is based on
my re-assessment of the need for this legislation at this time,” Nena
stated.

“During the course of this critical economic reform process that
our nation is currently undertaking, the establishment of a full-time
election director and commissioners is not financially justifiable. I
have carefully considered the operational expenses in light of the
work volume, together with the seasonal nature of the work demands
and have concluded that this bill would conflict with our national
goal of reducing the cost of government,” Nena stated.

The President stated that his veto should not be interpreted to
mean that he is not cognizant of the many election reforms that are
needed to be implemented. “As a nation we should continue these
efforts and enact such legislation at a more appropriate time,” Nena
concluded.
