Summit sectors’ present strategic planning matrix

PALIKIR, Pohnpei (FSM Information Service): April 5, 2004 – The 3rd Federated States of Micronesia Economic Summit heard today, seven sectoral presentations of “Strategic Planning Matrix” to be adopted by the Summit.

The Plenary adopted the sectoral presentations which now awaits its official endorsement by the Summit. Endorsed matrices would be integrated into the FSM Strategic Development Plan (SDP) which is intended to incorporate evaluatory mechanisms within identified sectors of national development to allow the FSM to monitor economic growth.

The matrices would be detailed with linkages to the annual performance budgeting process of the national and state governments. It is envisioned that the SDP would provide the basis for the government’s policy planning, budget and operations.

In the order of presentation, outlined within each sector matrix were strategic goals, outcomes and quantifiable outputs introduced by the following mission statements:

  1. Tourism: Progressively develop the tourism sector to become the leading sustainable economic activity in the nation, and establish the FSM as a top quality, premium-priced international tourism destination by 2020.

  2. Gender: Empower Women to be self-reliant individuals and Productive Members of FSM Society

  3. Fisheries: The FSM Fisheries sector shall continue to promote the maximum sustainable use of our marine resources, employing the latest scientific knowledge and technology and incorporating local traditional knowledge and practice, to support economic growth and self-reliance, while always cognizant of the importance of the maintenance of a healthy environment, the dynamic resources of which are highly susceptible to environmental and ecological changes.

  4. Environment: Recognizing the critical importance of the FSM’s natural environment to the health and prosperity of this and future generations of Micronesian, the Environment Sector shall support the protection of the Nation’s environment and achieve sustainable development of its natural resources. These efforts include the development, adoption and enforcement of policies, laws and regulations of the above-stated goals; the reduction and prevention of environmental degradation and all forms of pollution; adaptation to climate change; the protection of biological diversity, including assurance of adequate legal and international treaty safeguards relating to the protection of botanical and other agro-ecological property (including traditional knowledge and practices) belonging to the Federated States of Micronesia; the establishment and management of conservation areas; environmental structure planning, design construction, and operation; interaction and cooperation with private sectors; and promotion of increased involvement of citizens and traditional leaders of the FSM in the process of conserving their country’s natural resources.

  5. Agriculture: The agriculture sector, including forestry, shall provide food security, natural resources and opportunities for domestic, commercial and export markets, while promoting environmentally sustainable production.

  6. Education: The FSM educational system recognizes its shared participation with parents, extended family, and broader social structures in the intellectual, emotional, physical and social development of children. It will deliver a quality, sustainable basic education system which provides all students with basic skills, thinking skills, and personal qualities; provides for the manpower needs of the Nation; develops a literate population based on the revitalization of local language and cultures while ensuring high competence in English and other international languages; and collaborates with all sectors of the government and community to fully utilize available human and financial resources in developing the educational foundation required for sustainable economic growth and social development.

  7. Health: To promote and maintain a holistic system of health care that will provide an optimum quality of life for its citizenry.

  8. Public Sector: To develop an efficient and effective public sector supporting financial stability and growth of the private sector by providing quality and effective public services with transparency and accountability.

  9. Private Sector: To facilitate the development of an environment supportive of a competitive and growing private sector.

  10. Special Committee on Infrastructure: To provide and develop institutional arrangements, coordination and management of infrastructure in order to provide appropriate, economically viable and needed infrastructure, as required by all other sectors for the nation.
